Today, Prof. Dr. Mohamed Adinat, Minister of Public Sector Development and Former Minister of State for Cabinet Affairs, gave a lecture entitled “Basic concepts in the state’s public finances and how to prepare the state budget” for scholars in the 18th National Defense Course, in the presence of the head and members of the directing staff in the college. Dr. Al-Adinat explained during his lecture the most important basic concepts of public finance, especially those related to the concepts of state public expenditures and their various classifications, in addition to the concept of public revenues and its divisions. The former minister reviewed how to study and analyze various aspects of the general budget in addition to the general principles of taxes and an effective tax system. Dr. Al-Adinat also explained the most prominent stages in the process of preparing the state's general budget and the time divisions, as he reviewed the provisions of the state's general budget for the year 2021 and discussed the most prominent items and changes that occurred to it during this year and future expectations. At the end of the lecture, an extended discussion took place during which the lecturer answered the scholars ’questions and inquiries
